Goals and Plans for Distribution of Title VI, Part C Funds

Funds received Under Title VI, Part C, of the Rehabilitation Act of 1973, as amended, are used to purchase supported employment services on a fee basis from a statewide network of approximately 60 approved vendors of supported employment.

The supported employment services include job training, situational assessments and/or supplemental assessments. Supplemental assessments are provided when they are necessary for individuals who have already been determined eligible for vocational rehabilitation (VR) services. Title VI, Part C, funds are also utilized to provide support services for customers who are participating in the time-limited phase of supported employment.

The average cost of providing time-limited services for eligible VR customers is approximately $2,750 per case. During FY 99 the VR program will provide supported employment services to approximately 30 customers located throughout the Commonwealth. These supported employment services will be purchased from among the approximately 60 vendors, and most of those customers will be served by the individual placement model. The enclave, entrepreneurial, and mobile crew models are available as options for some customers, but they will not be utilized as often as the individual placement model.

Any Federal supported employment funds not utilized by the Department for the Visually Handicapped will be identified and transferred to the Department of Rehabilitative Services, if they can utilize additional funds.
