Manner in Which the Designated State Agency Establishes Cooperative Agreements with Private Non-profit Vocational Rehabilitation Service Providers

DVH utilizes, on an as needed basis, more than 80 community rehabilitation programs that have been approved by the Department of Rehabilitative Services (DRS). The cooperative agreement between DRS and DVH allows DVH to utilize the services of those providers with whom DRS have developed agreements. These community rehabilitation programs are private non-profit operations, and they provide services to persons with all types of disabilities. The majority of DVH customers served in these facilities are individuals with multiple disabilities. Some of the services purchased from these facilities include work evaluation, work adjustment, and sheltered employment. Some facilities do offer supported employment which achieve employment outcomes in integrated work settings. However, most employment outcomes achieved through services provided by these facilities are sheltered employment (below competitive wages). DVH purchases services for customers from those programs on an individual basis. DVH will not utilize funds under the establishment authority to establish, develop, or improve these private non-profit community rehabilitation programs.
